Twenty-one names are alias captions on role-nodes. They are not 21 chat models, not 16 proposers, and not a council vote. Sixteen complementary lobes are occupancy slots; some slots carry two captions. The canvas is a dumb mirror of those sixteen lamps.

Picks the smallest eligible spoke for a goal. This is the L0 route — FAST cannot commit, UNATTENDED pins the triple. Not a chat model.
